Engineering & Utility Services coordinates and manages the City's Capital Improvement Projects. The department prepares plans and specifications for construction of City water, sewer, storm drain and street facilities by either City employees or private contractors. Engineering also is responsible for mapping water, sewer, and other municipal structures on City-adopted base maps, and for floodplain management.

City drainage study
In December 2002, Sherman City Councilors adopted a new flood study, performed by Kimley-Horn Engineers in cooperation with City Engineering Department staff.

The comprehensive study has two major components: the Drainage Plan and the Drainage Design Manual. These tools will help the City manage its floodplain areas as growth continues.

A considerable amount of development is occurring at the top of Sherman’s main watershed, in the north and west portions of Sherman. Development in these areas increases the volume of water carried downstream, as more undeveloped land is replaced by impervious surface such as roads, parking lots and rooftops that shed water faster and potentially contribute to flooding downstream.

The Drainage Design Manual provides uniform drainage design requirements for developers by providing standards such as drainage pipe dimensions and placement to manage storm water runoff. Copies of the manual may be purchased in the City Clerk's office for $14.

Master plan
The City of Sherman’s Comprehensive Master Plan was last updated in the 2009. The Plan contains sections on:

Mandatory Public Notification Language for a Routine Monitoring Violation
(TCR 23&24)
The City of Sherman water system, PWS ID# 0910006, failed to collect the required number of bacteriological samples for coliform monitoring of the water distribution system during June, 2008 This monitoring is required by the Texas Commission on Environmental Quality's "Drinking Water Standards" and the federal "Safe Drinking Water Act”, Public Law 95-523 Bacteriological samples are used to monitor water quality and indicate if the water is free of coliform bacteria. Our water system is required to submit 40 Routine bacteriological samples each month" Failure to collect all of the required bacteriological samples is a violation of the monitoring requirements and we are required to notify you of this violation.

“During the month of June, 2008, the City of Sherman collected and tested 49 samples from the drinking water system. However, the Texas Commission on Environmental Quality (TCEQ) determined that ten of these samples were not countable under the provisions of the regulation (30 TAC § 290) covering this sampling program. This regulation contains some confusing language regarding which samples may be counted and which may not. This confusion caused a misinterpretation of the monthly count and resulted in the monthly program being one sample short of the requirement. Corrective measures have been put in place to avoid a recurrence of this problem.”
